Municipalities Under Attack: Dallas City Government Systems Breached by Ransomware 

On 5th May 2022, the Royal ransomware group breached Dallas city government systems, causing a partial shutdown of services. The group, which was behind a cyberattack against the Dallas Central Appraisal District in 2022, threatened to release data stolen from the City of Dallas, and demanded a ransom for keeping them secret.

The City Responds

Subsequent to the attack, the City of Dallas confirmed that several functional areas had been impacted by the ransomware, including the Dallas Police Department website.  While the delivery of City services to residents has not been seriously impacted, the City’s officials are working hard to assess the full extent of the damage.

As cybersecurity vulnerabilities continue to increase, and ransomware attacks become a new normal, it’s essential for governments and organizations to respond with transparency. Christine Gadsby, Vice President of Product Security at BlackBerry, said: “Responding to incidents like this with transparency and establishing information-sharing protocols will give governments and organizations the best chance of protecting themselves against ransomware threats and avoid the high costs of downtime and ransomware payments.”

The Royal Ransomware Group

The Royal ransomware group, with roots in the now-defunct Conti gang, previously targeted the healthcare sector. It has evolved to focus on municipalities, with Dallas city government systems being the most recent target. Once launched, the Royal ransomware encrypts system files, compromising access to confidential data and requiring a ransom payment to restore the data back to its original state.

Cybersecurity threats and ransomware attacks continue to pose significant risks to governments, businesses, and individuals. Organizations must take proactive measures to prevent attacks and develop effective incident response plans in case of an attack.
