China‘s Use of AI for Online Propaganda: A Growing Concern
The Advancement of Chinese Influence Operations
In recent years, Chinese state-affiliated hacking groups have made significant advancements in utilizing artificial intelligence (AI) to generate content for viral online propaganda, specifically targeting social networks in the United States and other democracies. Researchers from the Microsoft Threat Intelligence Center have observed a campaign in which China-affiliated actors deploy AI-generated visual media to engage target audiences worldwide.
The visuals created during these campaigns are noticeably more eye-catching and impactful compared to previous attempts by Chinese operations. These campaigns primarily focus on politically divisive topics, such as gun violence, as well as denigrating U.S. political figures and symbols. As a result, the Chinese state-sponsored propaganda has successfully garnered higher levels of engagement from authentic social media users.
The Scope of Chinese Information Operations
The reach of these Chinese information operations extends far beyond AI-generated content. China employs a vast network of over 230 “state media employees and affiliates,” who pose as independent social media influencers across major Western social platforms. These individuals operate under fictitious or stolen identities, concealing their connections with the Chinese government.
Furthermore, the researchers highlight China‘s multilingual social media influencer initiative, which has successfully engaged target audiences in over 40 languages, amassing an audience of more than 103 million. This expansion demonstrates China‘s growing success in manipulating public opinion and shaping narratives on a global scale.
The Nexus of Cyber Capabilities and Influence Operations
While China‘s cyber capabilities have been strengthening rapidly, the researchers note that China has yet to combine cyber and influence operations as effectively as other nations like Iran and Russia. However, given China‘s continued focus on expanding its cyber capabilities and increasing geopolitical objectives, it is anticipated that cyber espionage will become more prevalent against both opponents and supporters of the Chinese Communist Party (CCP) worldwide.
Chinese-related cyberespionage operations persist independently of influence campaigns. Recent revelations have exposed Chinese hackers using stolen Microsoft authentication keys to target U.S. cabinet officials’ emails. Additionally, Chinese-linked hacking groups have targeted critical infrastructure entities in the U.S. and Guam, potentially to disrupt communications between the U.S. and Asia during a crisis. Several distinct Chinese-linked hacking groups continue to target the U.S. defense industrial base as well.
China‘s Strategic Focus
China has shown a particular focus on the South China Sea region, aiming to gain competitive advantages for its foreign relations and strategic military goals. The primary Chinese-linked effort in this region is a group known as Raspberry Typhoon, which consistently targets government ministries, military entities, and corporate entities connected to critical infrastructure, particularly in the telecoms sector. This group has displayed persistence and a significant presence since January 2023.
